2月5日に目黒区議会に陳情提出しました！｜We Submitted a petition!!

ゼロエミッション目黒（通称「ゼロめぐ」）のMichiです。

2021年2月5日（金）に、目黒区議会に「目黒区ゼロカーボンシティ宣言に関する陳情」を提出してきました。

目黒区では、陳情を郵送で提出することは認められておらず、平日に区議会事務局まで持参する必要があったので、チームを代表して3名が陳情書を手渡してきました。

この投稿の最後に私たちが提出した陳情書を掲載しましたので、ご覧いただけたら嬉しいです。

今回、陳情の作成や区議会事務局への提出にあたって、ご支援いただいた方々には本当に感謝の気持ちでいっぱいです。ありがとうございました！

次は、区議会の都市環境委員会で、陳情の趣旨などを説明する予定です。

私たちのチーム「ゼロめぐ」には、年齢、国籍、生い立ちの異なる多様なメンバーが集まっていて、目黒区の気候変動対策を推進するために活動しています。

陳情を提出したときに、メンバーから「私には投票権はないけれど、自分の住んでいる地域を少しでも良くするために、民主的な活動に参加できていることを実感できた。」という感想を聞いたことが、とても印象的でした。

他にもメンバーから寄せられたコメントがありますので、いくつかご紹介します。

「人生で初めて議員さんにメールや電話をし、初めて陳情を提出しました。今までは、選挙がある時に投票するだけでしたが、もっと積極的に意思表示することができることを今回知りました。気候危機に対して行動できる時間が限られる中、目黒区としてももっと環境アクションをとって欲しい。陳情はまだ第一歩に過ぎませんが、これからも同じおもいを持つゼロエミッション目黒のみんなとアクションを起こしていきたいです。」

「今回、私が強く感じたのは、「多くの市民の皆さんは、自分達が目黒区の行政に関与できることに気がついていないのではないか？」ということです。住民として地元の行政に関与しようと思ったら、無責任にはなれませんし、どうやったら実現できるかを考えるようにもなります。見識をもって意見を述べることができるように学ぶ必要もでてきます。単に行政にお願いするだけでは不十分だということに気づくでしょう。そして、自分の住む地域を良くするために、それぞれが色々な方法で貢献できることを知るはずです。私は、目黒区に住む子供達にそういう環境で育ってほしいと思っています。そうすればきっと、子供達が大人になったときに社会を良くするために積極的に行動することができるようになると信じています。」

「今までは、気候危機について勉強したり、署名をしたりしていましたが、もっと行動をしたいと思いゼロエミ目黒に参加しました。今回陳情提出に向けて一緒に活動をしていく中で、一人では出来ない事が実現できるチームの力強さを感じ、とても心強い気持ちになりました。チームの一員として、より確かな知識をつける事、行動していく事で、目黒区民の環境アクションを盛り上げて行きたいと改めて思いました。」

今回、様々なバックグラウンドをもつ女性メンバーと一緒に、私たちの区の議員の皆さんに環境政策を推し進めてほしいとお願いできて本当に良かったです。私は、市民は誰もが自分の困っていることや願っていることを選挙で選ばれた区長や議員に対してきちんと伝える必要があると思っています。でも、実際には、多くの人がどうしたら良いのか、どこから始めたら良いのか、わからずにいるのではないかと思います。今回私がしたことは陳情書に署名しただけです。決して大きな貢献ではないかもしれません。ただ、この経験から私が言えることは、どんなに小さな一歩でも構わないので、市民が行動することが重要なのだということです。そんなわけで、目黒区を環境に優しい地域にするために一緒に活動しませんか。

陳情の趣旨 

2050年CO2（二酸化炭素）実質排出ゼロを目指すと目黒区が表明する（ゼロカーボンシティ宣言）ことを求める

陳情理由 

近年、酷暑や集中豪雨など気候変動の影響は身近な生活に及んでおり、世界全体が危機的状況になっています。これに対し、国内外の自治体や企業が、地域や自社で地球温暖化対策に取り組む動きも活発化しています。 2015年に合意されたパリ協定では、「世界の平均気温上昇を産業革命以前に比べて2℃より十分低く保つとともに、1.5℃に抑える努力を追求する」という目標が国際的に広く共有されるとともに、2018年に公表されたIPCC（国連の気候変動に関する政府間パネル）の特別報告書においては、「気温上昇を2度よりリスクの低い1.5度に抑えるためには、2050年までにCO2の実質排出量をゼロにすることが必要」とされています。

こうした目標の達成に向け、菅総理は2020年10月26日の所信表明演説において「2050年までに、温室効果ガスの排出を全体としてゼロにすること」を宣言しました。また、政府はそれに先立ち「2050年に温室効果ガス又は二酸化炭素の排出量を実質ゼロにすることをめざす旨を首長自らが表明又は地方自治体として公表された地方自治体」を“ゼロカーボンシティ”とすることとし、国内外に発信しています。2019年に「ゼロエミッション東京」を発表した東京都をはじめ、2021年1月13日時点では、全国の206もの自治体が「2050年までに二酸化炭素排出実質ゼロ」を表明しています。

先日、小池都知事が2030年までの温室効果ガスの50%削減を目指すことを表明しました。目黒区では2030年までに温室効果ガス排出量の40%削減を目標と定め、2020年12月末時点では57の施設において再生可能エネルギーを利用していると報告を受けました。

 つきましては、一層の気候変動対策に向けて、下記のとおり陳情いたします。

記

（１）目黒区が2050年二酸化炭素排出実質ゼロ（ゼロカーボンシティ）をめざすことを表明すること。

（２）表明の実行に向けて、目黒区の温室効果ガス削減目標を、2050年までに実質ゼロ、2030年までに現状の半減とするなど、目標引き上げに向けた検討を早急に行うこと。

（３）目黒区の再生可能エネルギーを利用している区有施設を増やすこと。

（４）区民への啓発を積極的に行うこと。

This is Michi from Zero Emission Meguro.

On Friday, February 5, 2021, we submitted a petition to the Meguro City Assembly asking Meguro Ward to declare itself a Zero Carbon City.

Meguro Ward does not accept mailed-in petitions, so we had to physically visit the Assembly Office on a weekday to submit the papers. Three of us handed it in on behalf of our team.

I would like to express my sincere gratitude to all those who supported us in preparing the petition and submitting it to the Ward Assembly Office. Thank you very much!

Our next step is to explain the purpose of our petition to the Urban Environment Committee of the Ward Assembly.

“For the first time in my life, I emailed and called my representative and it was also my first time submitting a petition. Until now, I only voted during elections, but this made me realize that there are different ways to be more proactive in my community. Considering the fact that we have limited time left regarding the climate crisis, I sincerely hope that Meguro will take more urgent action. This petition is just the first step, but I hope to continue to take action as a member of Zero Emission Meguro”

“This action gave me a strong realization that most people probably don’t realize the power we have to engage with our local governments and affect decision making. Of course we have to  be responsible and consider what is reasonable and possible to achieve. We also need to educate ourselves so we can have informed opinions. Only asking the authorities is also not enough. We can all make a difference in various ways. I want children to grow up learning about how the world works in this way – from close to their homes – and how they can become active members of society.”

“I had been learning about the climate crisis and had signed some petitions, but I wanted to take more action, so I joined Zero Emmission Meguro. As we worked together to submit the petition, I felt that the strength of our team allowed us to achieve something that I could not do alone, which was very inspiring. As a member of the team, I was reminded that I want to inspire others in Meguro to take climate action by gaining more knowledge and taking action myself.”

“I’m so glad to be part of a group of diverse women that are taking the steps to demand greater environmental action from our politicians. We have a civic responsibility to share our concerns and wishes to our elected officials (legislators, mayors, etc.), yet so many of us are not fully aware of the processes or where to start. My contribution this time was very minor, only signing a petition. But this should highlight that no matter how small the contribution is, everyone’s input matters, and so you should join the movement, and help us make Meguro a greener city!”

Purpose of the Petition 

To call for Meguro Ward to declare that it aims to become carbon neutral by 2050 (Zero Carbon City Declaration).

Reason for Submission of Petition 

In recent years, the effects of climate change such as extreme heat and torrential rainfall, have been affecting our daily lives, and we are facing a global crisis. In response to this crisis, many local governments and corporations in Japan and overseas have begun taking action to combat global warming from within their own companies and in their communities. According to the Paris Agreement which was adopted in 2015, the goal is to “keep the increase in global average temperatures well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit it to 1.5 degrees Celsius.” In a special report published by the IPCC (United Nations Intergovernmental Panel on Climate Change) in 2018, it is stated that “to limit the temperature rise to 1.5 degrees Celsius, which is less risky than 2 degrees Celsius, it is necessary to achieve net zero emissions by 2050.

In order to achieve this goal, Prime Minister Suga declared on October 26, 2020, that “overall greenhouse gas emissions should be reduced to zero by 2050.” Prior to this, the government designated “zero carbon cities” as “local governments whose leaders have announced their intent to aim for net zero emissions of greenhouse gases or carbon dioxide by 2050.”

 As of January 13, 2021, a total of 206 local governments across Japan have announced their intent to achieve carbon neutrality by 2050, including the Tokyo Metropolitan Government, which announced “Zero Emission Tokyo” in 2019. Recently, Tokyo Governor Koike announced that the city aims to reduce greenhouse gas emissions by 50% by 2030. Meguro’s current goal of reducing greenhouse gas emissions is set at 40% by 2030, and we have been informed that as of the end of December 2020, 57 of ward-owned facilities are using renewable energy.

 Therefore, we would like to file the following petition for further climate change measures.

1. To declare that Meguro Ward aims to become a zero-carbon city by 2050.
2. In order to achieve carbon neutrality, urgent consideration should be given to raising the greenhouse gas reduction target for Meguro to net zero by 2050 and half the current level by 2030.
3. To increase the number of ward-owned facilities in Meguro that use renewable energy.
4. To proactively raise awareness on the climate crisis among residents of Meguro.
